Azerbaijan – Transcaucasian Socialist Federative Soviet Republic: 1923 (April). Emergency usage in Nagorny Karabakh district block of four 2,000r struck with NIKOLAEVKA 28.4.23 datestamp.

In April of 1923, in participating of the arrival of new Transcaucasian Federation stamps, Central Post Office in Baku have stopped supplying the local offices with surcharged stamps of Azerbaijan. This combine with constant rate hikes and delays in delivery of stamps, has created a shortage of high denomination stamps in several post offices. Local postmasters were forced to use the supplies of unoverprinted stamps at hand, selling them at the price of surcharged stamps (e.g. 2,000r stamp sold at 5,000r rate), or by changing the stamp value by hand.
