1925 Jordan Registered to France redirected to USA

Jordan: 1925 cover to France franked with 1/2pi and two 1pi for single weight 2 1/2pi registered letter rate. The stamps uncancelled and with manuscript registration, but accepted and forwarded as such to United States, with no indication that any postage due was collected. Reverse 27 June Registered Haifa transit, part Marseilles and 15 June New York arrival cds’s. An extraordinary usage.
