Latvia University registered railway cover to Moscow franked with pair of 30k defibnitive stamps for 30k single weight letter rate and 30k for registration tied by bi-lingual Riga datestamp and on reverse 18 May arrival cds’s. Although Latvia admitted to Soviet Union on 21 July 1940, Latvian registration labels continued to be used. Latvia occupied by Nazi Germany on 10 July 1941
